Stay away from outbound call centres who call you out of the blue. Search engine algorithms are altering that much and that often nowadays, that it is physically impossible for the most experienced independent search engine expert to predict what is going to be the top site in any industry tomorrow, let alone guarantee your site will be there.
Stay away from companies that will not fully disclose to you exactly the techniques and services they are employing in your strategy. Chances are, once you've chosen your developers and they won't tell what they are doing, they are using a 'black hat' or 'illegal' method of getting you a good listing. These methods including gateway or mirror pages, URL cloaking or masking or link farming.
Any of these methods will get your site black listed by search engines.

Finally, search engine optimisation is an ongoing thing. No-one can design you a couple of pages and expect them to rank highly for the lifetime of your web site. Search algorithms are constantly changing, so in order to keep up, so does your site.
